IPS officer Vinay Kumar is forcibly quarantined by BMC (Bombay Municipal Corporation) as tweeted by DGP of Bihar Police Gupteshwar Pandey. He is also not provided IPS Mess, despite being taken to Goregaon Guesthouse.
Earlier to this, a few days ago, there was another incident where when the team of Bihar police were interacting with the media and news personalities, they were forced to jump in a police van and were reportedly stopped their interaction. The action of the Mumbai Police does not seem to be cooperative with the Bihar Police.
Bihar Police is investigating in the abetment matter whereas the Mumbai Police is investigating in suicide matter of Sushant Singh Rajput. Sushant was found hanging in this Bandra residence on 14th June 2020 around 12:30 pm. It has been two months now, and the once alleged suicide looks more like a mystery death today. Sushant's father filed an FIR against Rhea aftermath which the Bihar Police went to Mumbai. Rumours say that there could be some political involvement in the matter.
Q) Can Police of one state can investigate outside of its jurisdiction?
Yes they got
the power under section 165 of the CrPC, they with the permission of the court
(of their jurisdiction) they can investigate anywhere in India. Also, the
police have to give intimation to the local police station about their
investigation. Even under section 166 of the CrPC, Police has got right to even
search for evidence outside India, in a foreign country as well.
